UPDATE 4pm: Microsoft has just confirmed its offer of a free Borderlands: The Handsome Collection copy - but it is time-limited. The game will only be unlocked this weekend, ending on 30th October.
That said, anyone will be able to download the game whether they have a Gold subscription or not.

Microsoft has yet to announce anything officially regarding the deal, but the game has been spotted on the Xbox app as being listed as a Free Play Days game (thanks, NeoGAF).
This promotion has been known to crop up from time to time - usually over weekends - to offer full games for a limited time only.
The only difference with Borderlands is that Xbox One owners who don't have a Gold subscription also seem to be able to download the game. Usually the offer is for Gold subscribers only.
Borderlands: The Handsome Collection contains Borderlands 2 and Borderlands: The Pre-Sequel and all of its DLC, along with the option of transferring save data over from Xbox 360.

I purchased Borderlands GOTY at Gamestop a couple of months ago when it was on sale for $20. Just started playing it. We were playing the base game at first. Then we went to install the 'DLC' on the second disk (this version of the game has the 2nd disk instead of the downloadable codes) and we received a message 'Expansion Pack Installer: You must have a hard drive to install this expansion pack. Attach an Ebox 360 Hard Drive and try again.'
Does anyone have a work around so that I can play the DLC? Thanks!
